Efficiency in Action

Pay As You Save

The Pay As You Save (PAYS®) program was started in 1999 and has been implemented in several places around the country including New Hampshire and Hawaii. It is aimed at making it easier for both home owners and renters to invest in energy efficiency measures. They do this by helping customers move around some of the most common obstacles to investing in energy efficiency such as lack of money, technical expertise and concerns about continued occupancy. PAYS® does this by restructuring how the customer pays for it. They help home owners and renters get and install energy efficiency products with no up-front payment or debt obligation. The payment is made over time until the costs are recovered through a tariff on the utility bill, but that tariff is lower than the estimated savings. Also the obligation ends if the product fails or when the owner or tenant moves.
